FOR the seventh time in nearly two months, the residents of Cromwell voted last Monday to reject a proposed $4 million school budget and in doing so again foiled the hopes of town officials who need a fully approved budget to begin collecting taxes. The town government budget was approved on May 11, but without a school budget, the town cannot establish a tax rate and begin tax billings that are normally sent out in mid-June. The town was continuing to function on surplus funds from last years budget. The controversy was touched of in early May when Board of Education members decided to eliminate $27,000 from the budget earmarked for the busing of children to parochial schools in Middletown. Contending that the board had violated its 1978 commitment to busing subsidies, the parents of parochial-school children organized the budgets defeat. The busing cuts were later restored.
